Shedding light on migration issues in the VNR
Objective
Shed light on migration issues in the VNR report by considering migrants key contributors to the development process.
Overview
Recognizing the importance of migration, Djibouti dedicated a section of its 2022 VNR report to address this issue, given that Djibouti is a transit and destination country. The section included:
- A summary of the migration situation in the country and of the efforts and measures taken by the State to support migrants and refugees since the adoption of the 2030 Agenda, in compliance with the principle of leaving no one behind.
- Information on progress in facilitating orderly, safe and regular migration under Target 10.7.
- Interlinkages with other Goals, such as the protection of workers under SDG 8 and remittance flows as a percentage of gross domestic product (GDP) under SDG 17.
The report elaborated on the steps and measures taken by Djibouti to meet its commitments and improve the situation of migrants and refugees, including laws, strategies, action plans and initiatives, specifically:
- The First National Strategy on Migration (2021) and its Action Plan, which provides a four-year roadmap to address migration issues in accordance with the Global Compact for Safe, Orderly and Regular Migration.
- Activating a migration tracking matrix in 2017, which allows decision makers to use its data to better understand migration patterns in Djibouti and plan appropriate and effective interventions.
- Supporting the socio-economic integration of refugees by providing access to the Social Health Assistance Programme and the National Family Solidarity Programme; integrating refugee education into the Master Plan for Education and Training 2021–2035 and the Action Plan for Education 2021–2025; and gradually integrating refugee teachers into the national system through training programmes.
