SDG localization reports at the level of Governorates

Objective
  1. Provide an overview of SDG implementation at the Governorate level by measuring the selected indicators and updating their values according to data availability.
  2. Highlight the SDGs and indicators that require further attention, and design and implement appropriate interventions such as programmes, policies and measures that will improve the performance of local Governments and accelerate the implementation of the SDGs.
  3. Provide a mechanism to compare the performance of Governorates with a view to implementing the SDGs.
Overview

The Ministry of Planning and Economic Development, in cooperation with UNFPA, prepared a report for each of the 27 Governorates on the localization of the SDGs. The reports deepened understanding of the challenges that the Governorates faced and included a set of recommendations to accelerate work on priority SDGs and targets of each Governorate. The reports also identified the most vulnerable groups to achieve inclusive and sustainable growth and balanced regional development.

The Ministry coordinated with CAPMAS to provide data on the indicators of the 2030 Agenda at the local level, and included 32 indicators for 11 SDGs in the reports according to available data. This contributed to increasing the coverage of indicators for which local data are available. The Ministry also collaborated with the Egyptian Centre for Public Opinion Research (Baseera) to set quantitative targets for these indicators. It is currently working on updating and issuing the second edition of the SDG localization reports in cooperation with the UNDP and the Baseera Centre.

Challenges
  • Poor awareness of the 2030 Agenda, prompting the Ministry of Planning and Economic Development to train local cadres and young people in the Governorates on sustainable development issues and their implementation at the local level.
  • Limited availability and quality of data at the local level. To address this challenge, the Ministry has formed teams in ministries and Governorates to monitor and evaluate the implementation of the SDGs, and has developed capacity development programmes at the local level for data collection and processing.
