Reviewing SDG implementation at the level of Governorates
Objective
Strengthen local commitment to the 2030 Agenda in line with the priorities of the Governorates, and develop a roadmap for local development work.
Overview
The 2021 VNR preparation process included monitoring progress at the level of Governorates. Two measurement approaches were adopted:
- Preparing a local comparative development index which compares locally available SDG indicators with international indicators. The VNR report includes a summary of the performance of Governorates in implementing 16 SDGs, which highlighted the disparity in achieving the Goals among Governorates and identified their challenges and needs.
- Developing a local development perseverance index to compare the achievements of the 18 Governorates and rank them accordingly.
To demonstrate the results, seven Governorates were selected as a model for in-depth analysis: Nineveh, Sulaymaniyah, Anbar, Baghdad, Karbala, Dhi Qar and Basra. A detailed analysis of their challenges and features was provided, as well as a set of data and key development priorities.
The Multiple Indicator Cluster Survey conducted in 2018 was used to obtain the necessary data.
