Implementing a whole-of-society approach

Objective

Implement a whole-of-society approach in the preparation of the VNR.

Overview

A whole-of-society approach was adopted in the preparation of the 2021 VNR in Egypt. The Ministry of Planning and Economic Development developed a plan to engage governmental and non-governmental stakeholders in the review, and to provide them with the opportunity to deliver input on sustainable development activities. These stakeholders included:

  • The Technical Secretariat of the National Committee for Monitoring the Implementation of the Sustainable Development Goals, headed by the Ministry of Planning and Economic Development. The committee organized consultative meetings and communicated with sustainable development units in various ministries and with the Central Agency for Public Mobilization and Statistics (CAPMAS).
  • Members of Parliaments.
  • A number of geographically and sectorally distributed civil society organizations.
  • Representatives of the private sector (in collaboration with the United Nations Global Compact network in Egypt).
  • International development partners.
The adoption of a standardized model for gathering information from different parties led to the launch of the “Partnerships for Sustainable Development” platform, which continues to be used post-VNR.
Challenges

Difficulty of communicating and exchanging information amid the COVID-19 crisis, which called for the reliance on virtual meetings and electronic communication to collect information.
