Documenting the results of consultations with civil society organizations
Objective
Strengthen the participation of civil society organizations as key stakeholders in the preparation of the VNR.
Overview
A participatory approach was adopted in conducting the 2019 VNR and preparing its report, which brought together relevant government bodies at the national and local levels, representatives of civil society organizations, the private sector, academic institutions, trade unions and other development actors. The VNR report was drafted by a team of consultants who were members of the Technical Coordination Committee.
Think tanks were established to facilitate consultations with non-governmental actors, including the think tank of civil society organizations, which participated with other stakeholders in a consultative workshop that examined the steps of conducting the VNR and selecting the SDGs and the appropriate indicators to be included.
Civil society organizations played a prominent role in the development process by participating in sectoral development committees, which serve as a space for discussion and the exchange of views on sectoral development issues, and monitor the implementation of the strategy on accelerated growth and shared prosperity.
The civil society think tank held meetings to review the reports prepared by the sectoral development committees during the period 2016–2017 and assess SDG implementation progress. It participated with other stakeholders in a workshop to produce the VNR report.
An annex to the report summarizes the observations of civil society organizations on some of the progress identified in the report and their recommendations on the way forward in implementing the SDGs. This participation provided an opportunity for civil society organizations to exercise their oversight role and enhance the credibility of the report.
Challenges
Timid and superficial participation of civil society organizations in the development process in the pre-2030 Agenda period for a number of reasons, including a lack of trust in public authorities.
