Adopting the five pillars (5Ps) of the 2030 Agenda in the follow-up and review process

Overview

In a 2020 resolution, the Government of the Comoros established a national follow-up and review framework based on thematic dialogue groups around the five pillars of the 2030 Agenda: people, planet, prosperity, peace and partnerships. Each group is managed by a steering committee and has focal points for relevant ministries, and representatives of development partners, civil society, the private sector, the islands and municipalities, as well as women’s groups and persons with disabilities. The composition of these groups based on the 5Ps has strengthened the interlinkages between the SDGs and the analysis around them.

A technical committee chaired by the General Planning Commission led the VNR process and the drafting of the resulting report.

The work of the thematic dialogue groups continues post-VNR and includes coordinating with various stakeholders, preparing quarterly mini-reports on their activities, and issuing sectoral recommendations. The General Planning Commission is responsible for consolidating these reports.

Challenges
  • Difficulty of following up on and evaluating the work of thematic dialogue groups and the implementation of the Comoros Emerging Plan.
  • Poor coordination with entities that lack planning units or focal points.
  • Lack of resources to complete the groups’ work.
